Sergey Brin invented Gmail, there was no button to delete anything. I remember somewhere, how he said, there is no need to delete. Users went crazy as they felt emotionally unattached to some messages, and just needed a peace of mind to have some message gone forever.<br /><br />This maybe the case here, where some people, may have a clean out and delete the old stuff. Out is building into a really interesting data set.<br /><br />With regards to videos being deleted, I can't comment for these cases (I don't think I work for one of the forces that had deleted a video) but there is at least one very good legal reason I can see for deletion.<br /><br />If a police force puts out a video of CCTV to try and identify a suspect or witness, that video could be prejudicial when the case subsequently comes to court. For this reason, video (and CCTV stills too) should be deleted as soon as the individual is identified. The true agenda was to shove on to communities the responsibility for expensive buildings with the helpful by-product of losing a few staff. There was no chance of escaping the Council's pre-ordained "solution" no matter how many better ones were proposed.<br /><br />Our advice would be - ask for as much as you possibly can. You definitely still need the library management and book circulation systems, some professional help, buildings passed on in excellent condition ("assets, not liabilities"), volunteer training and a start-up fund. <br /><br />Eight of our libraries are now in the first stages of being community-run and self-sustaining. We are under no illusion that we are providing anything like as good a service as the professionals and heaven help any community that does not have the necessary entrepreneurial skills within it to get the ventures going, let alone sustain them in the longer term. I would like to add a few observations.<br /><br />Because a Twitter account was opened on a particular date, it doesn't necessarily mean the force started tweeting regularly and effectively from that point. It may be worth looking at the first tweets and noting the frequency to assess if there was any delay between the account being created and a 'regular service' being established.<br /><br />There are many factors which determine when and why forces would start using any particular service such as Twitter. In the case of the early adopters, it could be down to a more progressive and forward-thinking force or simply down to an individual who decided to register the account for future use on behalf of their force (not dissimilar to registering URLs). This is common practice these days and many forces have registered accounts in various social media sites with no activity so far. Others may have set up an early 'test account' to practice with or conduct some trials with before registering the 'official' account which was consequently used from that point onwards.<br /><br />The volume of tweets as an average could be misleading.
